The Master Plan #KRK2036
The Master Plan for the Kraków/Balice Airport was prepared in connection with the obligation imposed on public use aerodromes by the Act of 3 July 2002 Aviation Law. The Act directly indicates (Article 55 Sections 5-8 of the Act) that the content of a master plan for an airport must be consulted with and approved by local government administration bodies (i.e. municipalities whose areas are included in the master plan) and state authorities (e.g. President of the Civil Aviation Authority).
Before the content of the Master Plan for the Kraków/Balice Airport was submitted for external consultations,
the document had received the opinion of the Supervisory Board of Międzynarodowy Port Lotniczy im. Jana Pawła II Kraków-Balice Sp. z o.o. in the presence of the representatives of all shareholders - Resolution of the Supervisory Board No. 33/VIII/2018 of 30 May 2018. (the Resolution was adopted by 6 votes in favour - the representatives of PPL, the Małopolska Province and Kraków Municipality, 1 against – the representative of Zabierzów Municipality, and 0 abstentions),
the document had been approved by the General Meeting of Shareholders of the company Międzynarodowy Port Lotniczy im. Jana Pawła II Kraków-Balice Sp. z o.o. - Resolution No. 23/1/2018 of the Ordinary General Meeting of Shareholders of 28 June 2018.
Pursuant to the Aviation Law Act, on 29 June 2018 the Master Plan for the Kraków/Balice Airport was sent for consultation to municipalities whose areas were covered by the Master Plan (the city of Kraków, Zabierzów, Liszki, Wielka Wieś, Zielonki, Czernichów, Krzeszowice, Michałowice and Alwernia). Consultations of the Master Plan with those municipalities concerned the zoning aspects of the document. For the purpose of the consultations, the airport provided the municipalities with a map of the areas with restrictions on the height of buildings and natural objects in the area of the Kraków-Balice Airport, and a plan for the development of the airport. During the consultations of the Master Plan of the Kraków/Balice Airport, opinions from the following municipalities were received by Kraków Airport: the city of Kraków, Alwernia, Liszki and Zabierzów. The airport responded to the opinions received in direct correspondence with the individual municipalities.
The document then received the opinion of the President of the Civil Aviation Authority and it was agreed with the Minister of Investment and Development and the Minister of National Defence.
The final approval of a master plan is the responsibility of the competent minister. For the Master Plan for the Kraków/Balice Airport it was the Minister of Infrastructure, who finally approved the Plan for Kraków Airport on 26 November 2018. To sum up, the importance of the airport's Master Plan, which is a zoning document shaping air transport infrastructure in Poland, is evidenced by the Aviation Law Act.
Kraków Airport stays in contact with the municipalities whose areas have been covered by the document. A meeting with the planners of all the municipalities concerned regarding the impact of the Master Plan for the Kraków/Balice Airport on local zoning plans, which took place on 9 January 2019, is an example of that dialogue.
The Investment Plan for the International Airport for the years 2020–2028 was approved by the corporate bodies of the company in December 2020. The Plan was developed based on the Master Plan for the Kraków-Balice Airport approved by the Minister of Infrastructure.
